This has been achieved with the use of Job Order Contracting as a delivery tool for construction work. A variety of developments involving renovation, repair and minor developments have been known to be successfully completed using this tool.

Initially, the most common tool used traditional methods which usually involved the selection and awarding of design experts to come up with comprehensive designs then thereafter looking for construction services to deliver the final design that was developed. This process also known as design-bid-build method is efficient but brings out distance relationship between the people participating in the project.

Currently, more individuals have been drawn to job order contract that is more service oriented hence improving and promoting interactions among the participants in the design and construction phases. Its popularity is contributed to the fact that it is advantageous for proponents who have more facility developments for both public and private sectors allowing them to use the least amount of time and cost.

Since this tool allows the work to be done within a certain period of time, the cost expected to be incurred is a bit lower than other tools. The pricing of the contract is usually accurate and predictable estimation of costs which helps the client to have a precise budget that will run through the whole development up to its inception. Saving time and costs allows the project to run smoothly creating a better working relationship.

This being a commonly used tool among proponents who have many small sized projects that include renovations and repairs, the owner does make an announcement of interest in potential contractors. This is done through giving a brief description of what the plan entails, the expectations to be met including desired date and time for the whole plan to be completed. Thereafter, a request for proposal is done by the owner so as to get a detailed price proposal, design and scope of work.

This tool also allows the owner, designer and the contractor to work closely to come up with the most economical method needed to perform the work. This is usually done in meetings and site visits for familiarization with the site. The request for proposal will then be forwarded to the owner for consideration and approval and if everything is agreed the owner will sign it off and the project will go on as scheduled.

Using this tool also allows the proponent to have a number of activities to go on concurrently allowing time to be used efficiently. This however depends on the efficiency of the contractor selected. Proponents are therefore required to carry out a thorough background check of the company they are yet to contract, making sure they get evidence of their efficiency when it comes to service delivery.

It is also important for the owner to get proof that the company chosen indeed does exist. Proponents can receive a number of RFPs from companies that may not even exist. To prevent such fraudulent acts, the individual should be precise in checking for the credibility of the company it has chosen to work with before approving the RFP.
